THE BOARD
The Gippsland Lakes
& Coast Regional Coastal Board is one of three regional Boards formed
under the Coastal Management Act 1995. The umbrella statewide organisation
is the Victorian Coastal Council (VCC). The Regional Boards report to
the Minister for the Environment, but must have the endorsement of the
VCC for Business Plans, Annual Reports and Coastal Action Plans.
The VCC is responsible
for producing the Victorian Coastal Strategy. Click on the following

WHAT
IS THE BOARD'S FUNCTION?
- To develop
Coastal Action Plans;
- To prepare
and publish guidelines for coastal planning and management;
- Provide advice
to the Minister and the Victorian Coastal Council;
- Facilitate
implementation of the Victorian Coastal Strategy and Coastal Action
Plans; and
- Liaise with
councils, government departments, industry, community and individuals
on coastal matters.
HOW
DOES THE BOARD OPERATE?
The Board currently operates under the 2005
- 2008 Business Plan. The Gippsland Lakes Coastal Action Plan (1999)
was the Board's first approved Coastal Action Plan. Coastal Action Plans
incorporate principles established by the Victorian Coastal Council
in the Victorian Coastal Strategy.
The Board has no
core works budget but seeks funding for specific projects and will support
other organisations with complementary objectives.
One objective is
to ensure that municipal planning schemes cover all coastal land and
incorporate the Board's coastal planning policies. This will ensure
a consistent development and conservation framework.
IS
THE BOARD EFFECTIVE?
- Public land
managers and planning authorities must take all reasonable steps to
give effect to Coastal Action Plans;
- Management plans
prepared by Committees of Management must be consistent with the Victorian
Coastal Strategy and Coastal Action Plans;
- Conversely,
Coastal Action Plans must be consistent with the National Parks Act
and the Crown Land (reserves) Act;

Membership and Staffing

Mr
Duncan Malcolm - Chairperson
Duncan Malcolm is a member of the Victorian Coastal Council. He
has a strong interest in integrated natural resource management
developed through various positions he has held and has worked
hard to develop strategic linkages between resource managers and
participants at regional, state and federal levels. Mr Malcolm's
current positions include: Victorian Environment Assessment Council,
Irrigation Association Australia, National Irrigation Science
Network and the RMIT Geospatial Science Initiative Industry Advisory
Board. He is a member of a number of other committees and bodies
and is a former Chairperson of the East Gippsland Catchment Management
Authority. Mr Malcolm has excellent knowledge of the Gippsland
region.

Mr
William Bray
Mr Bray is a primary producer in the Walkerville area and active
member of the Victorian Farmers Federation. As President of the
Walkerville Foreshore Committee of Management he led the development
of a management plan for the Walkerville Foreshore and has a broad
understanding of rural and conservation issues. Mr Bray has recently
been appointed Chair of the Prime Safe Board.

Dr
Robert Haldane
Dr Robert Haldane is a freelance author and historian based in
East Gippsland. Formerly a Superintendent with the Victoria Police
his past work included emergency response coordination for the
Gippsland Lakes and coast. He has been active on a range of Gippsland
community committees and is currently a member of the Gippsland
Area Consultative Committee and Sustainable Gippsland Advisory
Committee.

Ms
Loretta Hambly
Loretta Hambly brings extensive experience in the area of policy
development and strategic planning to the Gippsland Coastal Board.
Loretta has a diverse background including the public, private,
education and community sectors and is currently employed as Director,
Strategic Planning in the office of the Pro Vice Chancellor, Monash
University, Gippsland Campus. Loretta lives at Inverloch and has
been involved with the Inverloch Residents and Ratepayers Association.

Mr
Noel Maud
Mr Maud is a former local government councillor and has recently
been appointed to the West Gippsland Catchment Management Authority.
As a member and past-president of the South Gippsland Conservation
Society, Mr Maud has strongly supported improved planning and
sustainable management of the coastline. He is a past member of
the Central Coastal Board.

Mr
Neil Taylor
Neil Taylor is a social care clinician and consultant of many
years experience, both in Victoria and internationally. A broker
and convenor of groups such as the Wilsons Promontory Environment
Monitoring Network and the "Wilsons Prom Coalition,"
he is a former member of the Wilsons Promontory National Park
Advisory Group and was heavily involved in the campaign and brokerage
for the system Victorian Marine Parks and Sanctuaries. Neil is
currently involved as an active campaigner in the Point Nepean
issue. He comes from a generational family background of mariners,
anglers and commercial fishers and is a keen bushwalker and recreational
fisherman.
